Mr Joseph Lugaya received his early education in Missionary Schools in his native Uganda. He studied Philosophy and Theology at St Mary’s Seminary Gaba. Mr Lugaya later attended the University of Nairobi, the Stanford Business school, the CII College of Insurance in London and, for a brief spell, the University of Dar es Salaam. The author served the East African Community for some years before leaving tho join the US Agency for International Development.
